Levels for different chapters
   

Is there a way to star a new game leveled-up(8,15,17) at chapter 2, 3 or 4?

If this was previously discussed, I'm sorry and please refer me to the right post

Once you have completed a chapter, you can 'start' a new game at that chapter. As to using leveled characters, I think you can only 'cheat' and level up that char using the DM commands.

Some people use modules like "The Halls of Advanced Training". This is a module that lets you level-up and get better equipment for free. The problem with this is the balance is entirely up to you, so many people feel it's inappropriate. I haven't tried to use one of these characters for the official campaign, but it might suit your needs.
