Is this normal?
   

Most of the bottom of my new lcd monitor, about 1 1/2 inches high, theres a blue hue color. I can only see it when its a black screen. When the screen is black, if I lower my eyes to the level of the bottom of the screen, I can no longer see it. I heard that lcd monitors have troubles with displaying blacks and whites. Should I be concerned?

Not sure, but it sounds like a defect to me. Take it back and get it replaced, or at least discuss it with the shop that sold it to you.

Flat-panel monitors can never display a black as black as you can get on a CRT, and colours at the moment are usually not as vibrant. They all have a limited viewing angle, although some screens have a limit so close to 90 degrees that you'd never notice. However, when you exceed the viewing angle you'll usually get changes in contrast and brightness, not colour shifts.

It's worth asking at least - it might be a known attribute of that particular brand/model of screen, in which case you either just get used to it or swap it out for a different brand.
