(sorry, but the whole Night of the Raven affair has left me seriously hesitant towards any Piranha Bytes/Jowood titles).
Wasn't Atari largely at fault?
Piranha Bytes isn't to blame. The english version was finished about two months after the german release of NotR.
In how far Atari and/or JoWooD is to blame is something I don't have enough info for to give a grounded answer.
I think the general "consensus" (whether true or not, I don't know) is that Atari -as the mighty holders of the AD&D franchise- pulled an EA-like 'Let's-destroy-the-competition-by-acquisition' stunt.
Rumor has it that they never wanted Gothic to become a successful franchise but instead did everything in their power to 1) keep a lid on Gothic's potential while 2) not violating the contract with JoWood.
Also remember that JoWood was in very deep financial trouble when the publishing rights for Gothic II were being negotiated so they were under immense pressure and it may very well be that Atari just about made the deal of their lifetime when the opportunity [a) for a cheap distribution deal or b) to destroy or hamper the Gothic franchise or c) fill in a reason that's more suitable for yourself ] came up. Who knows...?
