When selling an item at 55% of its value meaning 2 septims for a 4 value item is not admitted but a 54% for 2 septims is...! Strange... anyway, will you be able to buy an item from a merchant and sell it back with a higher price at advanced levels? Or your doomed to sell your stuff at half price even when expert on mercantile? Do even merchants level up as you do, so you'll never get a good price for pieces you sell? Please have positive answers.

I don't think you can buy low and sell back at a higher price. The scale ends at 100% so if you manage to max out, then you should be able to buy and sell at the same price but not higher.

Secondly, merchants don't level but as you may have noticed, they do have different skill levels. If you view the 'Haggle' screen, then it tells you above the slider how skilled the merchant is.
Merchants can be Apprentices, Journeymen and Experts just like the player (and maybe even Masters, too, though I don"t remember seeing a master merchant in the game so far).
The skill level of the merchant determines the difficulty and success of haggling.

Also note that your disposition plays a role. You should play the persuasion mini game and bribe to get to 100% disposition. Your disposition will go down if you fail to make a 'reasonable' offer. This can be seen on the 'Haggle' screen as well.
It can happen that you can sell to a merchant at 72% price if you have a disposition of 100% but then only at 70% if you have a dispositiion of 99%.

This is what I do when dealing with new merchants (i.e. where I'm not sure which prices they will accept): As a marksman, I always have tons of arrows with me so I try to sell the merchant one single arrow at about 1/2 of the slider position. Let's say 1/2 of the slider position is 65%. Now the merchant refuses to buy at that price. Then I try 60% next and fail, then 55% and succeed. OK, so the sweet spot must be between 55% and 60%. The next arrow will then go for 56%, 57%, ... until I've found the ideal percentage.

If you want to make lots of gold, then it definitely makes sense to sell to a merchant of a low skill level and to use that same merchant over and over again (this is where fast travel comes in very handy).
Your disposition will easily max out at 100% and stay at 100% if you visit a merchant frequently.

Agreed! But in Morrowind my mercantile skill was the first to hit 100 even from 5, I took a lot of clicking, and I understand that there is no clicking in Oblivion they agree or dont. Ok then no easy money, anyway I'll try to get mercantile to good levels to make minimum loss (relatively with the value).
