Fathis Ules - Where is he?

I've at Master Thief level in the Theives Guild, and I was told the best fence is Fathis Ules in the Elven Garden's district in The Imperial City. I found his house, but it always seems to be locked and I can't find him anywhere else.

I read that that is a bug. You can download a mod tha makes him sleep in his own house. I think they said that he sleeps in some orc's house, next door or somthing.

You don't need both (and using both might cause problems, not sure tho), I use the first one.
