I learned 4th level at Fire mage inside castle,

Now what?

Before you can train further in magic you'll have to join the water mages later in the game. Then you can train to the 5th circle. Then talk to Xardas to gain 6th and become a necromancer. But that's in the last few chapters of the game.

Yep, you're level 4 for awhile, which is fine, ye ol' freeze rare and lvl 4 cook spell will carry ya through... although... circle 5 is where mass death is doable
