I think it's a bug, cause i was a merc around that level and he could barely touch me so he was dead really soon. Are you close enough to actually hit him?

Maybe a bit stupid question but do you have the Eye of Innos on you?
If you have recharged him then you need to put it on again.

Second if you have a good crossbow go and train as high as you can.
Crossbow is the best way to a dragon.
If he is burning you badly you can hide behind the pillar in Undead Dragon's cave and heal yourself. Then you go out again hit him couple of times and hide again and heal yourself again. Healing rune is handy for this one.
Beware some undead Orcs coming from the door behind. You have to kill them of course but they are not so tough and they stop coming after a while.
This is how I killed this dragon.

Use the death to undead spell, it's very powerful against the undead dragon.

You guys are getting it wrong, it's not his technique. Because with his level as a merc he normally would have no problems with facing the dragon head-on.

You can also try to summon a skeleton, the are very resistant to the dragons fire, while the skeleton is distracting the dragon you can deal some serious blows to the dragon.

You dont need the Eye to bit up the Dragons. You need the Eye to talk to them and challenge them to a fight. After the talking every dragon says the the Eye have lost his power and the fighting begins. So if you are quick enough you open your inventory and equip your self wiht another amulet.

You don't have to wear he eye of innos to talk to the dragon, you only need to have it in your inventory and it needs to be powered up, If you try to fight a dragon before talking to it, it will be immortal.

Graham2 is right.
Without the Eye of Innos you can hit them any way you want but they just don't die.
Only I think you must have it on and it must be recharged.
However maybe after talking they become mortal and you can take the eye off, I've never tried, allways kept it on.

Now you need it charged but you don't have to wear it, cause I always wore an amulet of strength. But I don't think you need the eye charged for the last 2 dragons you encounter: second fire dragon and undead dragon , but not really sure of that

I think you do need to use the eye to kill the final 2 dragons, If you insert the undead dragon when the eye isn't charged you won't do any damage what so ever, to answer the topic question I would make sure that the eye of innos is charged, there is a alchemy bench near to the shadow lord that you fight.

Just to mention, the eye of Innos is not reqired to be equipped, only need to have it in the inventory. But the amulet gives resistance bonuses equipped.
