Dexter's chest

I went to that tower without a quest or anything. I was just acting on the advice of a militia guy in the city who told me where the wanted picture of me came from. So I go up there and avoided contact with bridge guard (jumped off to the side and around back) and none of the bandits would attack me. It's only when I went into the tower that Dexter immediately attacked and then a bunch of nearby bandits joined in. Well after a big fun brawl I get the key labelled 'to Dexter's chest' and I go up to the chest right enxt to where I found dexter sitting. It says I cannot open chest because I don't have the right key.... is this a bug?

Location: Korhinis, Upper Quarters.

They key is not for that chest, but where u jumped to avoid contact is a tower too, there is a chest for that key..
