A couple thoughts:
If you don't have 1 gig of memory....upgrade...it's cheap (I'm assuming most of the P3/P4/AMD system boards ya'll have support it).
Then max out the texture cache and texture cache timeouts:
(while your milage may vary, I quadrupled the settings on mine)
zTexCacheOutTimeMSec= (believe default is 240000) 960000
zTexCacheSizeMaxBytes=(believe defaults is 30000000) 128000000
This really cut down on the display stuttering/pausing during disk access and texture loading.
Below is some stuff that's probabily obvious to alot of people...but hadn't been said in the thread:
If you're running 2000/XP kill off everything running at startup, including Services that you don't need (many things that used to be in startup now load as a service).
Clean out your temp folders and defrag your game drive.
Set your swap file to a static size and move it off your game drive if possible.
Experiment with setting windows to be optimized for forground and background settings. (Foreground sound like the best thing to do, but I've seen apps like Explorer hold up the entire OS while waiting for CPU cycles, since it's given priority by the kernel anyway)
Untweak any Video card tweaks you might have left on via Rivatuner or whatnot (such as AA or Ansio).
On Audio...make sure you have the lastest drivers....I've seen several occasions where a bad audio driver was hosing performance. Also, turn off the any enhanced audio/speaker settings for a time and see if things improve a bit (remember all the issues with EAX crashin stuff?
In real life, if you have a P3/Geforce3 (or the equivilent), you may have to drop your resolution down to 800x600x32 to get the framerate you want.....I'm not sure if you can tweak an older system like that to run 1024x768 with all the goodies
Consider any overclocking tweaks available to you. I've got a P4/1.6a overclocked to 2.53ghz (which means that the memory and FSB buses are also maxed out). These things DO help if you feel confortable doing them.
You can also push out a few extra FPS by overclocking your video card as well.
If you really wanna clean stuff out....nothing beats a clean install of the OS+DX 8, base Video and Audio drivers.
