First Dwemer temple question

Went into the first temple (the one the guy at Fort Moonmoth sends you to). Early on, I came across a steam engine and some gears on a nearby shelf. There's axles sticking out of the steam engine that the gears clearly will fit on, but there doesn't seem to be any way to do that. It pains me to see a machine in such bad shape. Am I trying too hard here, or am I missing the obvious?

Thanks.

As an engineer in RL, I fully expect the machine to be running forever, but I'm sure gonna slap around the guy in charge of Dwemer machine repair if I find him...
