Hyglas won't give me the Fire Arrow recipe

I've played this before and become a mage, but this time through Hyglas won't teach me the Fire Arrow rune. I have the blank runestone and some sulfur, but after the "go look in the book, it tells you what ingredients you need" dialogue, I have no more dialogue options with Hyglas.

Has anyone else had this problem, and is there a way to fix it? I assume there's a bug...

Do you have a 'Fire Arrow' scroll? Without it you won't be able to create the rune. A scroll with the spell that you desire to create is also part of the 'ingredients'.
