The quote by Bethesda saying a topless patch was created by hackers and third party software is about as ridiculous legal speak as you could possiblly hear. But of course you need to suspect that "any news" is good news, and as long as Oblivion is in the public eye, even with crap like this, it will stay selling. Take2 has this down to a science.

I personally like it, since it's no type of plugin or anything, you just toss it in a folder and youre done. Yeah more realism I guess, or something 
She looks hot slugging it out in the arena topless w/ Arnora's pendent, now if we could just get some blood spatters on the models as they fight, I'd be liking it even more. It's not a sexual turn on type thing, really! 
Quite frankly it's about as sexy as a Grey's Anatomy page IMHO, and there's no jiggle factor whatsoever. She looks like some kinda totally psychotic gladiator amazon from hell when she's kickin butt topless.
Is there a dance animation?
