Star Charts?

I'm on the planet surface of Manaan, and I was told that the star chart on this planet is under the ocean. To get there, I assume that I have to go through the sith base. Am I correct in this assumsion? And also, how come after i become a jedi padawan I can't seem to be able to use any of the grenades in my inventory.
How do I use them from my inventory when it says that they are unusable?

Doing quests for the Republic Embassy will lead you under the ocean.

You click on the grenades when you are in battle. They are in the right most section of the battle selections. You can't "use" the grenades from your inventory. However there are one or two places that you can "use" them by putting them into another object after clicking on "switch to give."
