Go talk to Thorben. Then get inside his house and talk to his niece Gritta. Get money from her and once again talk to Thorben. You can help him give him this 200 and 200 more and he will teach you how to open locks. Also from now one you can buy some lockpicks from him. But you heve to pay Mateo from your own money. |

I don't know, but I think Matteo's quest is available only when you're doing the apprentice quests in Chapter 1. |

You are right. It`s available only as one of "to become apprentice" quests. From founder of this topic I assumed he was in chapter1. Sorry if I was wrong. |

I'm not sure, but why does CH4R1ie want raw steel? To forge swords. The only quick way to learn how to smith is to become Harad's apprentice. (It's possible to learn smithery from Bennett, but he'll then need to walk a long way to Onar's farm.)
So, it's quite possible that he's already Harad's apprentice. If he really IS a citizen of Khorinis, I don't think he can get the quest from Matteo.
