Where is Vedan Dren?

I'm supposed to find him to get my construction contract for my Telvanni stronghold, but I have no idea where he is. I visited his bro at the plantation, but he ain't telling.

I thought you had to visit the duke in Ebonheart for the contract?
Is that his real name or something??

Anyways, I got my construction contract after making a promise to the duke that I would use my stronghold to "help" his people.

I lied of course! I plan to use it to take over his kingdom
