Question about Inspection feat

If you see something using this feat the object has blue bubbles coming off it, but is the item there whether your Inspection feat spots it or not? For example, if my Inspection or Investigate or whatever was too low to spot the watch in the Santa Monica safehouse, would the watch still be there anyway if I just went and looked for it? Get me?

It's just I played through once already and I hardly found any pickups despite searching everywhere rather thoroughly. And I wondered if maybe the pickups don't appear unless you have a high enough Inspection score.

Ta very much.

Yeah, I think your inspection level affects what will show up, with the exception of quest items. I've found quest items without my inpection level being very high.

The inspection feat just highlights things with blue glow. The items will be there regardless. I've checked. The items are there but harder to find without the glow. You just have to search harder and move your cursor-whatnot slowly over areas in a tedious way. Painful I know. Reminiscent of old adventure games in my opinion.
