I was just wondering if there are any fights in the arena? Some of the diggers and shadows say that come to the arena at evening but Scatty says theres no fight on and there should be an announcement. Is it just for show?

it is one of the many quest they started but couldn't finish because of time/financial reasons. there are a lot of those quests in gothic 1 and 2

As already said there are many quests that have been unfinished.
