Why do I not get any sky effects?

I am not getting any special sky effects, despite enabling this in the options menu (ie. that force field kind of thing in the sky is what I am referring to)

Originally I was playing this on a

ATI RAGE PRO 8M AGP card and I was getting this effects

I am now using a ATI RADEON 32SDR

The remainder of my sys specs are as follows :

P3 450, 128 RAM, DX 8.1, 5.13.1.3226 display drivers

Please help me get this effect

Strange. Your Radeon should be 100% compatible. Read this thread:
