Well now i fixed the voice prob in notr and so i have english voice etc..But now i have a prob that it frzzes very often and any help would be great

Because the English Hack Pack Rip expanded voice add-on takes alot of system memory to load up (it is in an expaneded form) and is prone to stutttterrringgg....skip...skip. That is why the original CD sounds so much better in voice and is smooth.
That is why he asks the question. Is it real or the rip. Of course that question cannot be answered in truth.

So you have English voice NOW. Implies you did not have English voice before playing NotR, thus logic says you got that English Hack Voice Pack rip installed. It will work, but it may skip and sound hollow in mono 8 bit due to reason stated above.
