I have to go to Suran to get money from someone, but where is Suran ?

Silt Strider
   

Just hope on board the silt strider and it will take you there. If you don't want to do that, it is south east of Balmora, and north east of Vivec. Or you can just go east of the Dren Plantation.

I'm not sure where you are so I can't really tell you better directions.

I think you can get there by going Siltstrider like this:
Balmora --> Seyda Neen --> Suran

Cheap and effective
