Your Sims have stats. And you can statbuild. Therefore it's an RPG.

Unless there is other criteria I'm missing.

Do their stats increase over time? Is there progress except getting better jobs and bigger houses? Can you costumize skills and such?
Is there any dialogue with lots of options?

...

Are other sim games RPGs?
