if you have good axe skills try the Cloudcleaver 
Talk to the 'nude' man outside Caldera (I think it was) the small city near Balmora.
Don't know what is the best weapon...don't think there are a 'best' weapon..since you can be better in the weakest spear, than the best axe, it depends on you skills.. |

You'll need to define "best" I'm afraid!
A spear may do less damage than an axe, but it has a longer reach. A dagger may do less damage than a longsword, but it is much faster to use. A two-handed weapon may do more damage than a one-handed weapon, but you can't use a shield or hold a torch with the former. One weapon may hold more enchantment points than another, allowing you to push its "effective" damage higher. One weapon may have a unique enchantment that makes it much more useful than a greater damage-dealer.
If you're just after maximum basic damage I would guess the "best" weapon would be one of Daedric Daikatana, Daedric Battle Axe or Daedric Claymore. I personally tend to side with the Daikatanas.

I think deadric claymore is strongest one, but I tend to play character with shield skills, because nice shield makes good fighter :]. |

"Ebony war axe with added damage (frost,fire,poison...)" with "Daedric shield with constant Health recovery" is the best, you'll be invincible |

If you have tribunal installed, go to Mournhold and get Adamantium axe (1-60 damage  ) |

I would say the hammer you get right before kicking Dagoth Ur's ass, because of the bonus attributes! |

There are 2 problems with that:
1- Taxen is in the beginning of the game.
2- The magic stuff can't be enchanted. |

There is this Deadric axe I found in a cave near some ruins next to Ushicacu (or something like that) camp. Chop 1-60, and I enchanted it 40-90 Fire demage. Kills Deadroth with 2 swings! |

I would have to say Chrysamere, Ice Blade of the monarch, Skullcleaver, Trueflame, Hopesfire, or the Spear of the Hunter. |
