There in defintly a limit on the fps in this game. No matter what settings I use it maxes out at 20fps. That's ridicules considering I have a 1.2gig t-bird and 64mb
Geforce 2 Ultra. Also have 256megs of ram and a 7200rpm ATA 100 hd. I know there's some kind of limit imposed because I get the same framerate whether I'm running it in 1024x768 with options maxed and fsaa on or 640x480 with options on low and no fsaa. |

My min/fps is 20.It runs higher than 20fps on my pc with full detail 1024 32. |

Well, if the fps-counter is correct, I've managed hitting 40. 
This with a p3-600 + G400-16MB.
I haven't changed the fps-limit...

It will go above 20 if you just stand still for awhile but not if you're moving. |

I think the game is limited to 20 fps, but I think there is a way to remove the limit!
Unfortunateley I don't know how. |

Well, since I for the moment only have the demo, I took a quick test...
From the start after being booted into the game, I ran to the guards stopped me in front of the old camp. I hit 25 then passing the gate at the very beginning, and hit 30 fps running past the young scavenger standing in the road...
Running at 800x600x32, "high performance", sky-effects off. I need a better graphics-card to run with more detailed graphics.
The only limit I know of is the graphics-settings and your machine...
