Is it possible to MOD existing items?

Is it possible to MOD existing items? Such as The Boots of Blinding Speed? Is it possible to MOD them to take the Blinding off?

yep

yes infact it is its quite easy (thanks to Zeiss!!) look for a post entitled "Tutorial: make a new object and add it to the world"

that will explain pretty much howto edit the object, along with other great tips, i suggest reading it.
