I've heard general improvements, one being a bit more of an organized legal system. I can only hope, however, that it does not become that of Morrowind's legal system: within a yoctosecond, every guard through all of Vvardenfell knows that you stole a cup from a wanted member of the Kill-People-for-Food Guild...

Don't worry, the legal system isn't quite like the MW system. GII AI has been somewhat improved, the news system is, however, dependent on the news reaching a 'main communications hub'.

Example: You beat up a guy. They guy tries to run to Lord Andre, the head of town security/ the militia. If he reaches Andre, the guards will know of your misdeeds and act accordingly. If news don't reach Andre, however, the guards won't know what you did. And to prevent the news from reaching Andre you could just intercept the guy you mistreated...

intercept
You mean kill him, or talk with him to make things right?

Is it possible that the guy tells the news to someone else and I will have to "intercept" that "someone" too?

And if the news reach Andre, then i have to "intercept" the whole world.

Kill him (but preferrably without witnesses) or brainwash him with the help of a spell . I don't know if talking alone will work... in this special case I doubt it.

Merz: I don't know. Don't think so though. I've seen one interesting constellation: the hero beat up a guy without a reason, two other guys watched and tried to help. A paladin saw this and decided to intervene. He beat up the hero.
After that the guy who had been beaten up didn't want to talk to te hero anymore (understandably). The other two guys did talk to him however. Mike Hoge of PB explained that had the hero not been punished by the paladin, the witnesses would have remained hostile, too.
Sounds like a decent news system/AI behavior pattern to me .

As far as I've heard, the whole system of AI and news has been completely rewritten.

The news system being re-written is good, but thing that bothered me more in gothic was that you didn't get the impresion that you belong to a camp after joining one. Everybody without the name had constantly the same options for conversation... Also, how others treat you was mainly governed by your level(can they beat you up, or not), not by your position(or armor..) which is unreal.
Are there any improvements on this field?

well, in that society it was the strongest people who were respected and got into high ranks. But yeh, there needs to be better conversation, i think there will be some improvements there
