Ok then, I am the horator of hlaalu. Now I want the redoran to except me as horator but they say I am false and even wont let me join ?
What now

You don't need to join to become hortator. Just ask Neminda (in the front room of the Redoran council chambers) about the Redoran councilors. Once you have the list (it's a book added to your inventory), visit them one by one, and ask about Redoran hortator. Only one will support you at first, but this one will persuade all but one of the others, and will explain what you have to do for the final hortator. It's a fairly smooth path once you start, except you have to look for one of the councilors in a different place than you'd expect.

she's not in her home (there is also a door lock level 70 i can not open.

No problem. She's actually not in her manor, which is outside the main crab-shell building (behind that locked 70 door are only ghouls and such). She's living in the Morvayn CHAMBERS, a different suite: sort of like her in-town residence. To get there, go through the front part of the council chambers and through the doors at the back. You'll come out in a open area with stairs and bridges; the Morvayn chambers are one of the doors there, I believe on the bottom level, underneath one of the bridges.
That's where she's hanging out.
