I recently unpacked most of the NWN(& SoU) Bif archives, and found that ther're tons of EXACTLY similar textures there, and several items(mainly portraits) were not used in the game, My question is: "Why the Hell did they do that?". Is it a modders' resource or something?

They're probably resources for the Toolset, yes. I've seen several portraits in the toolset that aren't in any of the official modules, for example, and the resource files have to be somewhere.

There are multiple versions of the textures to address the capabilities of different video cards.

The strange thing is that it's EXACTLY similar: IE: similar size, format, pallete, channels, etc.

if you have any of the expansion packs installed, the BIF files for those exp packs will duplicate many of the models in the original game's BIFs. reason is, everyone once in a while BioWare feels like updating a model or a texture either as a bugfix or "just 'cuz". for example, in HotU they updated the animation for all the morningstars so HotU's .BIF includes all the old morningstar models "duplicated" but not really since they have new animations. but i'm sure this has nothing to do with what you were talking about...
