Nope. The Dark Elves of Morrowind killed the last of the werebeasts centuries ago. Of course, they thought they got all the vampires too... but werewolves are more obvious.
That said... that's in the STANDARD game. Only a matter of time/effort before someone drops werewolves in a plug in....

AS being a vampire i can't do shite (how does the common folk know i am one & why cant i just charm them if they do?) , being a werewolf would be fun, i bet everyone would line up and pet me

You can download werevolf plugin that will add werevolf race and you can play as werevolf whole game.
Werevolf has nice new textures and is really big :] (and little bit blue I think :]]).
