Dusty not triggering quest

I spoke to the one guy in the Sect Camp to get him new recruits, so I figured Dusty would be interested but when I speak to him all I get in the dialogue tree is END.

Suggestions?

there is another dude from the old camp hanging around at the swamp camp(think he's close to the entrance). talk to him and he'll tell you about Dusty wanting to join the swamp camp. now go back to dusty.

-->(hint: you might want to go to all the camps and complete the quests they give you to join them, it's the best way of winning xp early on).
