Spells? how to tell levels?

I been playing awhile now and still have not figured out how to tell if I can cast a spell thats for sale BEFORE I buy it. Has anyone figured this out or seen a table on the intenet with spell listings?

Also, When I get a spell and find out I can not cast it(By seeing that the little bar under the spell is not full) how to I tell what level I need to be to cast it? This is one of the poorer design flawes. Not many.
