Official Oblivion FAQ: The game will be available in stores in North America and Europe the week of March 20th. Check with your local retail store to find out when they will receive their copies.

2K Games: Coming soon

Pete and Todd have stated that the reason for pushing back the release date is that they haven't finished writing it yet. Which seems reasonable.
