I cant talk that guy into giving me the weed to sell for the 400 ore, what do I have to do or who do I have to goto?

I think you have to talk to the other Sect member in the new camp. He will give you some information regarding the guy in the bar. Once you've got this information, go back and talk to the dude in the bar and you should be able to convince him to make a dope deal with you.
