How the hell does the "control" spell work?

All I can get it to do is hold someone motionless for a short time. I've heard other people talking about controlling the actions of an NPC, how do you do this?

I haven't used it too many times. What is suppose to happen is you take control of the person you aim at. Your body will stand still , asleep. It does not work on everyone
