i got all the ornaments and i have given them to the water mage.. But when i try to get the ring to activate the poertal the water mage tells me that he needs to hear from vatras, but when i visit vatras he dont say anything about it at all :S

answer
   

look in your invenory you shold have a letter from vatras to saturas or maybe you did something with that letter

You'll need to become a member of the Ring of Water, before you can get the letter from Vatras.
