I can't meet up with Ur-shak

There is a serious problem that i need to be solved asap its that i went to XARDAS and he told me to go to talk with an exiled orc shaman Ur-Shak but when i get to the castle ruins he not there but he suppose to be over there waiting for me, that what has happened to my cousins game could this be a glitch or just a great use of codes. Please help me out.

If I remember correctly, he's on a slightly elevated section of the ground, you might miss him if you don't look carefuly
