Just start the game with -console added to the shortcut command line.
Press tilde (~) to open the console in game, actually when you game starts it has the console open at the main menu, which you have to close to load a game.

Sure what would you like to know what do you want to change?
Want to pick your favorite clan (my is Malk, cause their dialogue is so funny) and add extra Disiplines you normally like a Malk with Thurmology, Celerity or both?
More XP to by more skills and Attriblutes?

Take a look at the post I made when the game came out near thebottom of the page, here is a link.

Tons of stuff to play with, if you have any questions, just ask.

Sure it should look like this in your shortcut, I am only showing from the vampire.exe, since our full paths would be different.

vampire.exe" -console

Notice there is a space between the dash and the brackets.
