Wrong chatter in Valley of Mines
   

In the valley of mines, if you talk to one of the random "convicts" doing stuff outside the castle, i.e. picking at the ore, they'll say stuff like "we won't let ourselves be used by fat onar or the king!" which is obviously the chatter of farmers in the greater Khorinis area, and not convicts who actually ARE being used by the king. They also say how they've lately had lots of trouble with bandits and field raiders... haha. So I guess the orc army isn't really a big deal then!
