No, he means that he's already answered that question. Does the above not explain it?
The powers you use when enchanting are the spells you know - any spell you know can be made into an enchantment. Obviously any new spells you learn will give you more options in enchanting.

Wiat a minute, their are three kinds as i know: The power that you get from your race and/or the sign that it what i am asking about, then comes the things like Bound dagger, then comes the scrolls, so plz. some explanation.

Racial powers are not spells. To use them, you select them from the same list as spells you know and scrolls you own, but they are not the same.
You can only make enchantments with SPELLS you know. No racial powers, no scrolls. SPELLS.
I don't know any other way to explain it to you. If you still can't figure it out, either try it in the game (with what we've already told you, you should have no problem) or hope someone else offers to repeat what I've already told you in different words that might register.

I already understood the enchanting thing and the spells thing, but can't you have more racial powers in the game(wjile playing it, i oonly have 2)????

No. As your race doesn't change during the course of the game, your racial powers won't either - neither will your star-sign powers change.
Racial and star-sign effects are permanent and unchanging.
