How do I use the Armorer skill to fix my weapons?

Go to your inventory, equip your armorer's tool (tongs or hammer), and you'll see a dialog box with all the damaged armor parts and weapons (I hope... it's been a while). Click on the piece of equipment you want to fix. If your skill is low, you'll use up many tools.

Ah I see. Also, do the vendors ever restock their hammers and tongs. If so, how many days does it take for them to restock those tools?

I believe vendors restock their original wares after a day (i.e., 24 hours). IIRC you can usually find tons of armorer tools in Dwemer ruins.

Ah, friend Imago, your Daggerfall experience is bleeding through again

Bethesda made vendors much simpler in Morrowind - either they have a steady supply of an item, or they do not.

If they have a steady supply, they'll restock as soon as you've concluded your business with them, back up to the level they had before. If they don't have a steady supply, they'll never restock any more of that item. Without looking in the construction set, you can only tell whether or not a vendor will restock a certain item by buying it.
