After playing many, many times with different types, my final choosing is:
Traits – Gifted is a must, gives a lot takes very little. As a second I was browsing through: Finesse, Fast Shot, Bloody Mess, Jinxed .
Tag Skills – Small guns, some thieving (pick-pocket or pick locks), lastly depends on the character you want to specialize Doctor, Science etc.
Strength – Maximum 5.
Perception – 8, take them from far.
Endurance – 5 or 6.
Charisma – 2, solo run.
Intelligence – 9, I need these skill points damn it!
Agility – 9, 10, action points!!
Luck – 2, who need luck when you are armed to the teeth and chewing bubble gum. _________________ Money - An article which may be used as a universal passport to everywhere except heaven, and as a universal provider of everything except happiness. |

I also find Gifted a must-have trait, the other one I choose depending on mood.
About tag skills, I also think Small Guns is good, but I like Speech to, at the same time as I don't want to spend primary points on charisma... I also find Big Guns, thievery in FO2, and maybe Doctor, First Aid, Science, etc. useful.
The only thing I do the same every time with the primary skills is a very high Agility, the others shift from time to time. _________________

Nuking luck sucks... it detracts BIG time from your hits and criticals and prevents you taking several of the better Perks.
My characters are usually
Melee / Ranged
S 6 / S 5
P 6 / p 10
E 6 / E 4
C 6 / C 6
I 9 / I 8
A 8 / A 8
L 6 / L 6
Super-Mutant Wannabe
S 8
P 6
E 10
C 2
I 7
A 8
L 6
Those are the three that have worked best for me. Of course Gifted goes without saying. Second one... eh. If I'm melee weapon I take bloody mess so that eye shots don't send my ranged weapon opponents skidding off the screen to make me waste more turns getting shot getting to them. If I'm ranged Finesse works well, though Bloody Mess is fun there too. Heh.
Another build I found that was fun as anything:

E 6
C 4
I 7
A 8
L 10
With Gifted and Jinxed. Mwahahahahaha. Luck 10 ensures that they get far more critical failures than I do and that my actions suceed freakishly often (I typically hit 5 or 6 times in a row with a 56% chance to hit).
Definitely tag doctor and going hand to hand is best with this character, as they'll tend to drop whatever weapon they're using when you need it most.

my charcter is like this in F2:
s 6 the ideal, you get 10 then you weare a power armor or better
p 7 its allways good with a good aim
E 8 its wery good with a lot´s of hit points in the end
C 5 or 6 carisma isn´t that importent
I 8 its ALLWAYS good with a high "I"
A 10 its good with 10 actionpoints combined with the fast shot-trait (2 burst/round and later 3burst)
L 2 as said "ho need luck"
i think it was like this not sure with the points.

I do find it very amusing having lots of luck, but it's hard for me to prioritate luck before anything else. _________________

I don’t have the manual on hand, but if you have luck 6 or higher you have later access to perks such as “better criticals” and “more criticals”.
Having strength greater than 6 is waste of precious points, later on when you grab power armor it ads 3 or 4 points don’t remember exactly (plus there is a strength module and perk to increase this stat).
I always avoided putting more than 8 to Endurance (recommend 6, 7 top), just pack yourself full with stimpacks (there are weightless). If you go like: shoot first ask question later, Perception of 8 is good.
Tags: small guns OR big guns, not both of them, waste of tag. Same goes for throwing; this skill is not too rewarding, besides, by reading only books you can get to 90% SG. Pick pocketing is making money skill; everybody has something you need, if you don’t need, sell it. Luck higher than 5 adjusts and affects EVERY ROLL IN THE GAME in a positive manner, slightly. Luck lower than 5 affects every roll in a slightly BAD way.
It's really only noticeable at the extremes... luck 8 to 10 or luck 1 to 3.

Okay, so I got Fallout in the mail today. Since I'm stuck in LoK, I'll load this up.
So, from your guys suggestions, I should pick Gifted for certain? I'm going for a sassy-talking sniper who likes to pick off her enemies from a distance.
Strength - 5
Perception - 10
Endurance - 6
Charisma - 6
Intelligence - 8
Agility - 8
Luck - 5

Looks good, but get a luck 6. For a sniper, Better Criticals is awesome.

Pick Bloody Mess! You'll love it.
As for other skills to tag, try sneak if you want to go for a full out sniper.
Speech is a good choice. Doctor as well. I usually pick Lockpicks though. _________________ Freeeeeeedom! Thank heavens it's summer!
