They almost always do. Just know that the new patches don't always work on every system. I DL'd 1.16a and I had better luck without DL'ing a patch at all.

I'm pretty sure EVERY new patch will have all versions of exzsisting patches available. If I'm wrong someone will correct me.

Good question. They have before but this one didn't really list it as cumulative. Let's see if one of the big boys answer this one. By the way, where are the previous patches?

I got a message from Garrett who said he talk to Arkane to be sure patch fixes all old bugs, and he said they told him yes.
