Steal the debt book from Lehmar, who is the ursurer in the city
Give the book to Hanna, the lady who takes care of the hotel
Hanna will give you a package. Open your inventory and "use" the package. The key for the chest you mentioned, should then be inserted in your inventory.

Or, you can knock her down, steal the key and cast OBLIVION as part of another quest on her and kill 2 birds with one spell that way instead.
