Cant find the other place that creates weed

Im a novice from the sect, cant find the bad guys who creates the weed. Im supposed to find these guys and make em stop. But Ive looked everywhere cant find them. Any help?

About these guys, you don't have to fight them.

Just say "What is this knowledge worth to you?" Then they'll give you 500 ore, and they'll move away.

You don't have to fight them, but if you want to, then fight them AFTER they pay you.
