Where to get short sword training?

I'm at 100 in Long Blade, but my short sword skills are severly lacking. I really could use training in this skill, because I have Soul Drinker (I think that's what it's called), which is great for creating soul gems. Unfortunately, I swing about 50 times for each hit, which creates a "health problem" while in battle.

Having asked that question, I promptly went to Maar Gan and there was a nasty looking character training short sword.

the master trainer in short blade is in blamora lucky lockup, sorry i dont remember his name but i think hes upstairs in a room
