Silver breastplate

I've found this silver breastplate, and the description says that it can be repaired/fixed though durability is already full.
where can i get this done and is it really usefull?

It's an Easter Egg quest. You have to collect the treasure maps to complete it though.

heh...I missed alot of the easter egg quests. I also ended up as a severely weak divine one who got "his" butt kicked repeatedly by the freakish imps riding big ole spiders.
