Now I'm pissed, cant start the "boat quest"

Hi Guys!

Ok, I've killed all the dragons and cleared out the secret library under the monastary. I've got the best armour and weapon but still I can't trigger the boat quest!? Went to Lord Hagen and said that I wanted to borrow his boat but he said no and now he's standing outside in the upper quarters and waiting for supplies and equipment. I've talked to everyone I can think of but none has anything to tell me.

What should I do!!?

If you are playing as a Dragon Hunter talk to Lee about how to get the boat. If you are a Paladin go find Girion near the boat.
