NPC's from oldworld disappeared

All the important pieces from OldWorld are gone. Dragons/HoshPak, etc.
This puts me at an impass where I've wasted 15 hours on this game, but can' t proceed. Any suggestions ?

If they don�t come back after a reboot it looks like a broken savegame. Not much you can do.
You should have saved in a different slot.

Easier said than done. Even my earliest savegame - prior to chapter 4, still exhibits this problem.

It must have broke during the first visit to the mines. How could I know ?
