Vivec Mage Guild
   

I'm having trouble joining the mage guild in Vivec. I visit the head mage in the Telvanni tower & talk to him but he doesn't offer membership to me. Are there certain requirements to join, level or ability scores or certain quests being completed? Any help out there would be appreciated!

As i know you have to have some magic skills in major/minor.
