They were actually left out of 3rd ed until people found out they were being left out and actually protested!
I like the tinker gnomes of Krynn... in my world, gnomes are the mother of technology (most of them). Some have forsaken the technology and gone back to being forest dwelling beings. I have a hierarchy of technology in my pen and paper world...
The gnomes invented gunpowder to use in fireworks and such.
The dwarves took the idea and used it for mining (and developed weapons using it in secret).
The humans took the technology and turned it into weapons, believing themselves original.
The gnomes invent things, the dwarves make it work, and the humans mass produce and modify it. Humans and dwarves are the most influencial races in my world because they control the technology. Elves have all but outlawed it and retreated to a rather large forest nation. Halflings fill the roles of traveling gypsies. Most gnomes live with the dwarven nation for protection from those who would cause them harm or force them to invent better power sources and weapons. _________________ Estuans interius, Ira vehementi

But I will admit I liked the arcanum setting a lot and integrated some of it in. There are steam trains and ships in the large cities and ports, and zepplins. Airships are used more than trains, as this is largely a fantasy world.
With a train, you need to protect not just the train, but the track. Orcs and ogres and such have a nasty habit of putting large boulders on the track and waiting for the derailment that insues to kill everyone.
With zepplins and such all you have to do is protect the ship (adventurers make great zepplin guards). Sure, it can't carry as much... but those who can afford an electric or steam engine airship are those who deal in quality, not quantity, anyways. For quantity nothing beats the tried and true caravan or cargo ship. _________________ Estuans interius, Ira vehementi

I do know that Xen. I was just making the simple observation that many of the ideas were similar. Like the elves retreating into their woods and having nothing to do with technology and the humans mass producing technology. I think many of their ideas in that game were quite interesting and I'm glad you could draw some inspiration from it to improve upon the world you already have. _________________ Freeeeeeedom! Similar ideas happen. I even thought about incorporating the disciplines and such... but after a playtest NPC elected not to. They work better in a CRPG where you can make a steam engine by clicking on a tab. Instead they fall under various craft skills, and anyone who wants to take a month or two to construct a device that a first level mage could rival in a half hours study and a quick chant is welcome to. _________________ Estuans interius, Ira vehementi
