How do I halt the Caldera mining for Redoran quest?
   

I'm assuming I need to do something with one of the 3 npc's mentioned: Odral Helvi, Stlennius Vibato, or Dahleena. I found both Odral and Stlennius. Talking to them or killing them didn't work. I cant find Dahleena though. Please help.

Dahleena is in a building known as Slave Shack #1 or #2, not sure which. You might already have freed her. If that is the case (it was with me) I had to kill the other 2 people mentioned - a successful taunt when your faction is between 30 and 50 is the safest way, though not necessary for the guy in the governor's castle since he's alone. You go back to the Redoran councillor after killing those 2 and he'll be disappointed with you but will complete the quest.
